Federal Service Panel Upholds Coast Guard's No Smoking Policy [06/09-5]

In U.S. Coast Guard and Local 2317 American Federation of Government Employees, a dispute arose over an employer's (providing support to the Coast Guard) decision to implement the Coast Guard no-smoking policy for all indoor spaces.  Over 200 workers were represented by a union that felt that the no-smoking policy violated collective bargaining agreements.

The Federal Services Impasses Panel held for the employer, as "the Employer's proposal for a total prohibition on smoking in buildings...ensures that employees are more likely to have a healthful work environment free from the contamination of second-hand tobacco smoke."
