Brighton is forging ahead with plans to become the first city in Britain to
ban smoking in pubs, clubs and restaurants.
The seaside resort, which led the way last month in granting police the power
to confiscate alcohol from rowdy drinkers, plans to take an equally hard line
with smokers.
The proposal, which has received a mixed reaction, is being championed by health
officials with backing from Labour and Liberal Democrat councillors who form
a majority on Brighton's hung council.
The City Health Partnership has been discussing the proposal as part of moves
by Brighton & Hove Primary Care Trust to curb illnesses caused by passive
smoking. Its "cessation plan" aims to enable 4,379 people to give up
the habit by March 2006. "A New York-style ban is what we'd be in favour
of. Even hardened smokers think it's a good idea," said Terry Blair-Stevens,
the city's health manager.
