City Council rejected a proposal to ban smoking in public places and passed an ordinance that requires bars and restaurants to have separate sections for smokers and non-smokers.
People pushing a total ban said that does nothing to safeguard non-smokers.
"It all comes together, and even though we're sitting in the non-smoking section, we're still breathing in the carcinogens and tar from the cigarettes," Paige Schneider said.
Councilman David Crowley, who owns Crowley's Bar, made the watered-down proposal.
Art Lykins, owner of Longworth's bar in Mount Adams, said a total ban would have killed his business.
"That would be very devastating to us, because we're only about a minute down the expressway away from Covington and Newport, and the customers would go there," Lykins said.
The Ohio general assembly is considering a complete ban on smoking in public places statewide.
Five states and more than 70 cities have banned smoking in public places. The cities include Columbus, Toledo and Lexington.
